Independent Standards and Definitions


Purpose

The Human Accountability Board (HAB) is an independent standards body focused on defining clear human authority in AI-assisted and automated systems.HAB publishes structural definitions and reference artifacts. It does not regulate, supervise, enforce, or approve operational behavior.

The Human Accountability Board (HAB) exists to define clear structural standards for human authority in AI-assisted and automated environments.HAB focuses on documenting where final decision authority resides, how authority is bounded, and how accountability is preserved when systems assist, recommend, or execute work.Its purpose is structural clarity. It does not evaluate behavior or performance. It defines the framework within which responsibility is assigned.


Scope

HAB publishes structural definitions, standardized language formats, and reference artifacts related to human authority in AI-assisted and automated systems.Its scope is limited to documenting authority boundaries, decision roles, and accountability structures.HAB does not regulate, supervise, enforce compliance, audit operations, or certify software performance.Organizations remain fully responsible for their own operational, legal, and governance decisions.


Definitions

Human Authority
The explicitly defined right and responsibility of a human role to make a final decision within a specified scope.
Final Decision Authority
The identified human role that retains responsibility for approving, rejecting, or authorizing outcomes before they take effect.
AI-Assisted Work
Work in which automated or AI-driven systems support, generate, recommend, or execute outputs under defined human authority.
Delegated Execution
The assignment of task performance to a system or agent while decision authority remains human-defined.
Accountability Boundary
The documented point at which responsibility for a decision or action is assigned to a specific human role.
